First of all, those are great and very well-explained videos that you upload!

Is it possible to use SCEP certificates for 802.1X with EAP-TLS? Can ISE grant or deny access based on the certificate?

To our understanding, the certificate an AP receives during registration with LSC cannot be used in 802.1x authentication on a switch port, only username/password based on EAP-FAST is supported.
