Hi good day, i had a wlc 2504 and AP AIR CAP1602 but clean air appears as admin status disable and clean air capable as NO, i was reading cisco lectures and acordding to the lecture only cisco ari 3500 support that feature, thanks

Correct, 1602 AP is not capable of CleanAir. You need 3500, 3600, 3700, 2800,3800,4800 APs.
